acrobat reader
Open office can export PDFs
If you're a photoshop user you can also import PDFs and save out to PDFs though the size can get rather large so some playing with the files is generally needed

OK, I installed Acrobat, free edition. It wants to install an av prog, but lets you opt out of it. It does start up the "Adobe Manager" and the Adobe Update Service everytime you boot, but I quickly extinguised that shit...
