I saw it is included in the sysinternals suite and a gui interface but if you're like me and just want the standalone cli app you can get it from the Sysinternals site here

If you are not familier with it, it basically allows you to create symlinks on a windows os like you would on a *nix system.

I find this useful for programs that demand to be on the "C:" Drive but you want them on another. Also useful if you add and want to move stuff over to it but keep the same shortcuts and stuff.
