So many explorers, so few taskbars

There are so many good freeware alternative file managers available, yet no real Explorer.exe replacement that consists of a single-file taskbar limiting the workspace/deskarea and showing the tasklist.
Why? Copyright issues?
Which current alternative taskbar looks most like Explorer's?

The favorite W98 shells don't run on XP SP2 anymore:

SharpE has too many files and gadgets but most others are much bigger with even more bells and whistles
