irc server-side variables?

I got an IRC server over here as ive said before but I can't seem to find any docs on setting server-side variables, such as for use with MOTD files. There's a ton of stuff on various client-side scripting variables, esp for mirc but not much of anything for servers. its always, RTFM, but where's the FM?!
